Abstract：InordertostrengthentheoveralleadershipofthePartyincolegesanduniversitiesandhighlighttheroleof grass-rootsteachers’Partyorganizationsincollgesanduniversities，thePartyGroupoftheMinistryofEducationoftheCommunistPartyofChinahasputforwardspecificimplementationopinionsonthecultivationof"doubleleaders".Inthiscontext，ll institutionsofhighereducationinChinahaverapidlystartedtheconstructionof"double-leader"teachersPartybranchesacordingtotherelevantpolicies.Thispaperresearchesthesignifcanceof"doubleleaders"cultivationprojectincoegesanduniversities，andprovidesspecificcountermeasuresandsugestionstotheleadersandimplementationunitsofcolegesanduniversities accordingtotheactualsituationfacedbyschools.Healsoprovidedspecificcountermeasuresandsuggestionstotheleadersand implementation units of the university according to the actual situation faced by the university.
