“一帶一路”合作交流背景下青年海洋人才國(guó)際素養(yǎng)培養(yǎng)的思考

摘  要：“一帶一路”倡議為沿線國(guó)家政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通和民心相通帶來(lái)了重大機(jī)遇，也對(duì)各類(lèi)人才的合作交流及國(guó)際素養(yǎng)提出了非常高的要求。該文分析海洋人才國(guó)際素養(yǎng)所涉及的三個(gè)層面，探討在“一帶一路”合作交流中加強(qiáng)海洋人才國(guó)際素養(yǎng)培養(yǎng)的重要性與相關(guān)途徑。

Abstract： The "Belt and Road" initiative creates significant opportunities for relevant countries in terms of national policy communication， infrastructure construction， international trade， financial integration and people to people exchange， as well as raising the bar for international cooperation and exchange and the development of global competence. This paper examines three dimensions for developing marine students' global competence， followed by the significance and strategies for improving global competence within the context of "Belt and Road" cooperation and exchange.

2013年9月以來(lái)，習(xí)近平總書(shū)記先后提出了“一帶一路”“構(gòu)建人類(lèi)命運(yùn)共同體”和“構(gòu)建海洋命運(yùn)共同體”倡議；2017年通過(guò)的聯(lián)合國(guó)安理會(huì)第2344號(hào)決議，首次將“構(gòu)建人類(lèi)命運(yùn)共同體”重要理念載入其中，集中體現(xiàn)了國(guó)際社會(huì)的共識(shí)[1]。（剩余6629字）
