Abstract:Thispaper takeslocaluniversitiesinthewesternregionastheresearch objectand exploresthechanges ("changes")andconstantfactors("constants")inbilingualteachingduringtheprocessofcultivatingoutstandingengineers. Researchshowsthatwiththeintensificationofthedemandofengineringeducationandintemationalizededucationforcompound engineringandtechnicaltalentswithinternationalvisionandcross-languagecommunicationandleaingability,thereformof bilingualteachingisofgreatvalueandsignificanceinservingthelocaleconomyandreinforcingtheengineringpracticeability ofengineersofexcellence.Intheprocessofproposingteachingreforms,collgesanduniversitisshouldclarifytepositioningof theschoolandtheobjectivesoftalentcultivation,comprehensivelybalancethecoordinatedrelationshipbetweenthe"change" quantity and the "constant" quantity,and actively adapt to the changes.
