Abstract：TheThesisresearchisthecorelinkofgraduatetraining.Howtoimprovethelevelof graduatedegreethesisand promotetheoverallimprovementof graduateeducationqualityhasbecomethecoreissuefacinggraduatetrainingunderthe backgroundof"DoubleFirst-class"construction.TakingShenyangUniversityofTechnologyasanexample，thispaperintroduces thewhole-cycle"3+1"postgraduatethesismonitoringsystembasedontotalqualitymanagementandkeylinkmonitoring.This systemhascertaincharacteristicsandinnovationintheaspectsof monitoringmechanismandstrategy，andhasplayeda significant role inimproving the thesis quality.
