Abstract：Thedevelopmentofnewtechnologies hasacceleratedthetransformationof globalknowledgeproductionanddisseminationmdelsseeaerofsouepreseatiooatioiseatiocatioalspprt，duraliiace thedigitaltransfoationoflibrarishasbcomeaneversibletrendowever，thecurenthig-qualityevelopmentofdigiallibrariesinChinaisfacingcontradictionssuchasresoureparadox，tchnologicaltraps，andservicegaps.ByanalyzngthetasfotionpathoftheeranNtionalLibraryfromtraditionaldocumentmanageenttodigitalknowledgeservices，speciallisiovtivedevelopmentodelsinpolicydigitalplatfors，deanddigialsrvices，iskmnagement，tc.iprovidessoispiatio forthedigitaldevelopmentoflibrariesinChina.Therefore，thisarticleproposesthatChinaspubliclibrariesneedtobuildadigial development systemof "top-leveldsigncrossdomaincollaborationusercenterresilinceguarantee"，throughultidimensionalcollaborationofplicis，tehnologies，ndservics，tosolvetheructualontradictiosofurrntlibraryigitaldevelopmentadultimately achieve high-quality transformation.
