Abstract：In viewof theinstabilityof energysupplyandabnormal networkoperationinmobilecommunicationtransmission networksunderthebackgroundofnewenergyaccess，acontrolmethodformobilecommunication transmisionnetworksunder newenergyaccessisproposed.Themobilecommunication transmissionnetwork informationtransmissioncontrolmodelbasedon energycollborationisusedtocollctenergybyhybridenergycollectionsystem.Theobjectivefunctionsaretomaximize information transmissionrate，andminimizeenergylossandpolutantemissions，ensuringsuccessfulcommunicationbetween celularsystemsandD2Dusers.Inordertoavoid interferencebetweencelularsystemsandD2Dusers inmobilecommunication transmisionnetworks，the Gale-Shapleyalgorithm isused topreprocesstheD2Dcommunicationresourcesofcellarsystems， achieveinterferencecontrolbetweencelularsystemsandD2Dusers，andrealizeeficientandhigh-qualitytransmisionin mobilecommunicationnetworksundernewenergyaccess.Theexperimental resultsshowthattheproposedmethodhasagood energycollctioneffect，canefectivelychevethegoalsofmaximizinginformationtransmisionrate，andminimizingegyloss and polutant emissions.Inadition，the methodcanavoidinterference betweecellularsystemsandD2Dusers inthenetwork. To sum up，it has excellent control efects on mobile communication transmission networks.
