Abstract：Thispaperintroduces theCIPPmodelintothequalityevaluationofcultural education incollgesanduniversities， providingacomprehensiveandsystematicqualityasessentoolforcultualeducationinhgherducationinstitutions.Throughfully analyzingadertingteraeistsofodel，suchsistirosstue，speiityrocsati larityandfbackatue，iearlyefinsfourimesos：tviontalfoeoflualducatiolgsdsi tiesbasedonbackgroundevaluation，theresourceforceofculturaleducationincollgesanduniversitiesbasedoninputevaluation， theactionfoeofultualeducatioinolgesanduniversitisbasdonprocssevaluatio，andthectivenessfoeofulural educatinincolegesanduniversitiesbasedonoutcomeevaluation.Aspecificqualityevaluationsystemforculuraleducationincollegesandunversitisistioallostructd，trebypomotingtsintficityadardaonndveloentofality evaluationofculturalducationincolegesanduniversitis，andservingtheeducationalevaluationreformofteculturaledcation system in the new era.
