推薦性國(guó)家標(biāo)準(zhǔn)編制說(shuō)明常見(jiàn)問(wèn)題分析和改進(jìn)建議

摘 要：2022年9月，《國(guó)家標(biāo)準(zhǔn)管理辦法》修訂后，編制說(shuō)明的工作要求發(fā)生變化。本文以推薦性國(guó)家標(biāo)準(zhǔn)為例，對(duì)編制說(shuō)明的主要內(nèi)容、常見(jiàn)問(wèn)題進(jìn)行分析并提出改進(jìn)建議。旨在為標(biāo)準(zhǔn)起草工作組規(guī)范編寫(xiě)編制說(shuō)明提供參考，幫助標(biāo)準(zhǔn)化技術(shù)委員會(huì)掌握編制說(shuō)明審查重點(diǎn)，共同提高國(guó)家標(biāo)準(zhǔn)報(bào)批材料質(zhì)量。

Analysis of Common Problems and Suggestions for Improvement in the Preparation of Voluntary National Standards

Abstract： After the revision of the National Standards Management Measures in September 2022， the requirements for preparing the instructions will change. Taking the voluntary national standards as an example， this paper analyzes the main contents and common problems of the preparation instructions， and puts forward suggestions for improvement. The purpose is to provide reference for the standard drafting working group to prepare the preparation instructions， help the standardization technical committee grasp the review focus of the preparation instructions， and jointly improve the quality of materials submitted for the approval of national standards.
