Abstract： Aftera natural disasteroccurs，akeyisuefaced by decision-makersis howtoquicklydetermine thelocationof emergency materialdistrbtioncentendallcateresouc.Toceteefiecyndfissofmegecyu，thispequatiiste urgencyofdemandatdsasterstrickenpoitsthroughtesubjectieandective weightingSSevaluationmethd，andbldsa P-centerlocationmodelwiththegoalofminimizingthedistancefromdemandpointstodistributioncenters.CombinedwiththeTabu Searchthelocationplanistiiedandtheemandpintsarasonablyallatedtoesuretateachdmandpintisoveddte materialdemandsaremetasmuchasposible.Finalltispaperverifiestheefectivenessofthelcationschemebycomparingthetwo location models that consider the demand level and those that do not.
