Abstract：Ofshoreoiloperationsrepresentatypicalhigh-riskindustrywhereunsafebehaviorsconstitutethecorerisksource. Efectivelyaessingtherisksassociatedwithunsafebhaviorsamongoperationalpersonelholdsprofoudsignificanceinonsite safetymanagement.Byscreeningasubstantialnumberofacdentcasesinvolvingunsafebehaviorsinofshoreoiloerations，tisstudy conductedcharacteristicanalysisfromthreedimensions，includingacidentcausationoperationalcategories，andworksite environmentsBasedonteanalytichierachyprocess（AHP）ndfuycompreensiveevaluation（FCE），itdevelopedariskssmnt modelestablishngafour-dimensionalevalationframeworkencompasingmplyees，rganzatioalmanageentnvirots，nd operationalconditions.Thevalidityofthemodelwasverifiedtroughcaseaplications.Utimately，riskmitigationstrategieswere proposedfromfouraspects，includingeancementofmployeesafetyawarenessoptimizationofoganizationalmanagementsystem， improvementofoperationalenvironments，andcontrolofhighiskoperations.hesestrategiesaimtoreduceunsafebehaviorrisksand strengthen safety management in offshore oil operations.
