Abstract：Theproposalof themajorRuralRevitlization Strategyrequiresstrengthening thebasicworkattheruralprimarylevellevelandestablishingandimprovingaruralgovernancesystemthatcombinesself-governance，theruleoflaw，andtherule ofvirtue.AgainstthebackgroundoftheRuralRevitalization Strategy，thispaperdeeplyanalyzestheconstituentelementsand basiccharacterisicsofthe"three-governanceintegration"ruralgovernancesystemintheimplementationoftheRural RevitalizationStrategyaswellastheimportantfactorsthatcurrentlyrestricttheformationofthe"threegovernanceintegration" ruralgovernancesystemintheimplementationoftheRuralRevitalizationStrategy.Byintroducingruralgovernanceandother theories，itexploresthereasonsforthecurentdilemmafrommultipledimensionsandfinallyfindsoutthecountermeasure choices for the "three-governance integration" rural governance system.
