Abstract：Inorder topromotetheunderdevelopedareasineasternandwesternGuangdong toachieveahigherlevelof high-qualityruraldevelopmentbasedontheirrespectivefunctionalpositioningandresourceendowments，thispaperbuildsan evaluationindicatorsystemforhigh-qualityruraldevelopmentineastemandwesternGuangdongbasedonpreviousresearch resultsandincludesfivebasicdimensions："inovation，coordination，green，opennessandsharing".Theeconomicaly underdevelopedareasineastemandwestern Guangdongareusedtoempowerpeopleusing fuzzyroughsettheory，andthen measuredandevaluated12citiesineasternandwesternGuangdong.BasedonHeyuan City，itputsforwardfeasiblesugestions forreshaping new quality productive forces in underdeveloped areas in northwest and northwest Guangdong.
