Abstract：TheGansuProvince'spolicyaboutecologicalandgeologicaldisasteravoidancerelocationisapragmaticinitiative tocarryoutPresidentXiJinping'simportantdiscussionondisasterpreventionandmitigation，andtheimplementationofthe policyproposeshigherstangardsforthescientificandreasonablesitingofruralsetlements.Thepracticalvilageplanningof "integratediferent plansintoasinglemasterplan"servesasthemainlegalbasisforoptimizingthelayoutofruralsettements， coordinatingtheconstructionofvariousfacilitiesandadjustingthelayoutoflanduse，andisanimportantbasisforbuilding livable，businessfrendly，andbeautifulruralareas.ItsalsoansignificantactionforimplementingtheRuralRevitalization Strategy.Throughanin-depthinterpretationofthepolicyanditsrevelationontheoptimizationofsetlementlayout，takingthe villg planingofMinqinCountyasanilustrationinordertoprovidenewideasandplanningperspectivesfortheforulation ofvillageplanningintheprovince，thispaperfurtherexplorestheoptimizationstrategiesforresidentiallayout，ensurethatthe planningachievementsarepractical，useful，andefective，andhelpasistthecomprehensiverevitalizationofruralareas.

甘肅省作為我國(guó)生態(tài)最脆弱的地區(qū)之一，也是自然災(zāi)害高發(fā)易發(fā)頻發(fā)的省份，為深入貫徹落實(shí)習(xí)近平總書(shū)記關(guān)于防災(zāi)減災(zāi)的重要指示和講話精神，甘肅省立足省域?qū)嶋H，同時(shí)甘肅省生態(tài)及地質(zhì)災(zāi)害避險(xiǎn)搬遷工作領(lǐng)導(dǎo)辦公室于2022年發(fā)布《甘肅省生態(tài)及地質(zhì)災(zāi)害避險(xiǎn)搬遷實(shí)施方案（2022—2026年）》，旨在對(duì)全省地質(zhì)災(zāi)害威脅區(qū)、飲用水水源保護(hù)區(qū)、河湖管理范圍、生態(tài)敏感區(qū)、生態(tài)保護(hù)紅線自然保護(hù)地核心保護(hù)區(qū)和地震災(zāi)害危險(xiǎn)區(qū)等6種類(lèi)型范圍內(nèi)的居民點(diǎn)進(jìn)行搬遷，減輕消除自然災(zāi)害對(duì)群眾生命和財(cái)產(chǎn)安全的威脅，并進(jìn)行集中安置、分散安置等多方式安置，從根本上改善村民居住環(huán)境和生活質(zhì)量，是保障民生、助力鄉(xiāng)村振興的關(guān)鍵舉措。（剩余6411字）
