Abstract：Thedeepintegrationofnewqualityproductivityforcesandagricultureisaninevitablechoice topromotehighqualityagriculturaldevelopmentandbuildastrongagriculturalcountry.Empoweringhigh-qualityagriculturaldevelopmentbynew qualityproductivityfresisteesentialconditionforrealiingagriculturalmodernization，astrategicrequirementforrealiing China-stylemodernization，anobjectivepathtoachieveruralrevitalizationandcommonprosperity，andastrategicmeasureto achievecordinateddevelopmentoftheeastandthewest.Theprocessofnewqualityproductivityforcesempoweringhigh-quality agriculturaldevelopmenthasinherenttheoreticallogic，includingthetheoryofproductivityandproductionrelationship，the essencetheoryofthingsdevelopment，etc.Inthedevelopmentprocess，high-qualityagriculturaldevelopmentmustbe systemticallplannedandpromotedfromthreelevels：strategy，policyandpractice.Thisresearchwillprovidehighquality agriculturaldevelopmentfromtheaspectsofstrengtheningtop-leveldesignatthestrategiclevel，improvinggovermentpolicy support， and improving the application level of smart agriculture.
