Abstract：Thedevelopmentcoperationagreementbetween theEU-OACPS involves77African，Caribbean，andPacificcountries， aswellas27EUmembercoutriesiNovember，threyarsfterteexpiratioofteotoouAgreement，eEUandteOAC completedthesigningofteSamoAgrement.Significantchangeshaveourredinthinteratioallandscapeduringthe2Oyarssince theCotonouAgreementcaintofect，theEUandtheOACPSiitiatedpreparatiosandnegotiationsfortenewgreementinaance. TheEUhasintegrateditsdevelopmentpcytlsmehansms，andbudgetstromoteadstrengenteoistencyofitsdelot policies.TheOACPSfullacknowledgestheachievementsoftheCotonouAgreementandlokforwardtoacontiuationbasedonteexist ingEU-OACSpartership.heainchangesinthecoperationbetweentheEU-OACPSoulinedinteSmoaAgreementaerflected inthinsituioalframeorkandstrategcissues，aloughtheagreementhasenterdtesignngstag，chengssuchasoplexistitutions，questionable implementation，and shifts in the EU's development focus still lie ahead.
