構(gòu)建國(guó)家糧食安全長(zhǎng)效機(jī)制的思考

摘要 為確保糧食生產(chǎn)的持續(xù)穩(wěn)定增長(zhǎng)，提出構(gòu)建國(guó)家糧食安全長(zhǎng)效機(jī)制的實(shí)施策略：一是進(jìn)一步完善糧食儲(chǔ)備制度，強(qiáng)化糧食生產(chǎn)與糧食消費(fèi)間的緩沖機(jī)制;二是全面落實(shí)藏糧于地、藏糧于技，協(xié)同糧食產(chǎn)能與糧食消費(fèi)的關(guān)系;三是完善糧食價(jià)格形成機(jī)制，推進(jìn)糧食目標(biāo)價(jià)格改革，創(chuàng)新國(guó)家宏觀調(diào)控與市場(chǎng)機(jī)制的協(xié)調(diào)機(jī)制。

On the Construction of Long Term Mechanism of National Food Security

Abstract In order to ensure the continuous and stable growth of food production， this paper puts forward the implementation strategies of building a long-term mechanism of national food security. First， further improve the grain reserve system and strengthen the buffer mechanism between grain production and grain consumption; second， fully implement grain storage in the land and technology， and coordinate the relationship between grain production capacity and grain consumption; third， improve the grain price formation mechanism， promote the reform of grain target price， and innovate the coordination mechanism between the national macro adjustment and market mechanism.
