Abstract：Enhancing rural primary-level governance tohelp forge a strong senseof the Chinese nationasa community is anievitabledevelopmenttrendthatsolidifiesthematerialfoundationandstimulatesdevelopmentvitality；itisanobjective necesitytounitethemasesanddeepenideologicalunderstanding；anditisarealisticimperativetomakeupfordevelopment deficienciesandjointlybuildabeautifulhomeland.Inthefaceofthecurentdevelopmentpredicamentofruralgovermance， targetedpathchoicesforpromotingruralprimary-levelgovermanceareproposed.Consideringruralprimary-levelgovernancefrom theperspectiveoftheoveralldevelopmentstrategyitisnecesarytodeepenunderstandingandraisethepositionactivatethe participationofmultiplesubjects；improvepublicservicesandbuildasharedspiriualhome;enhancedigitalskilsandlieracyto acelerateruraldevelopment;strengthentheultivationoftalentteamsandignitetheengineoftalentdevelopment;establishand improve long-term mechanisms to enhance the synergy of primary-level governance.
