Abstract： This paper expounds the definition， goals and the role of higher vocational colleges in the "Double High-Quality Plan"，points out the necesity of improving the social service ability of AI and big data specialty groups，analyzes the existing problems in the construction of specialty groups，and puts forward four paths including strengthening cooperation，enhancing ability，optimizing resources and improving mechanisms，soasto provide references for higher vocational colleges in implementing the "Double High-Quality Plan".
