Abstract：Thisstudysystematicallyinvestigatestheinstitutionalbariersandpotentialsolutionstothetransformationofjobrelatedscientificndtchologicalachievementsinhinaadoptingtheperspectiveofisitutioallogicsandctoriteractiose researchfindsthatstructuralconflictsamongadministrativelogic，marketlogic，andacademiclogicconstitutethekeyreasons plungingthetransformationprocessintoasystemicdilemmacharacterizedbyactorsbeingunwilingunable，andhesitantto transform".Furthermore，themisalignmentofobjectivesamongkeystakeholders-includingresearchers，universitis/research instiutionsenterprises，andthegovemmentfurtherexacerbatesresistancetotransfomationToadresseseissuesthestudy proposestheoreticalpathwayssuchasconstructinganinstitutionalsystemadaptivetothenedsofpropertyrightsincentivesand faulttolerance，anddevelopingspecializednetworksoftechnologytransfermanagers.Thesemeasuresaimtoreconstructthe institutionalframeworkandfostercollborativeinteractionsmongtheators.Comparedtotraditionalcaseanalysisapproachs，this studyconstructsacomprehensiveanalyticalframeworkintegratigtheualdimensiosof"instutiosactors，"providingeetical supportfordeepeningreformsofthescienceandtechnologyinnovationsystemunderthecurentcontextofdevelopingnewquality productive forces.
