Abstract：Withthedeepening implementationoftheinnovationdrivendevelopment strategy，thedeepintegrationof professional educationand innovationand entrepreneurshiphas becomeanimportant direction for higher education reform.As an importantpartoftheregionalinnovationsystem，theabilityandqualityof teachersininnovationandentrepreneurshipinlo caluniversitiesaredirectlyrelatedtothequalityandeffectivenessofthecultivationof innovationandentrepreneurshiptalents.How toefectivelycultivatetheabilityandqualityof innovationandentrepreneurship teachers inlocaluniversities to meetthedemandforinnovationandentrepreneurshiptalentcultivationintheneweraisacomplexandimportantissue. Basedonthis，thisstudyadoptedthebehavioral event interviewmethodtoconduct in-depth interviewswith2O teachersof inovationandentrepreneurshipinlocaluniversities，obtainingtheirkeybehavioraleventsinthepracticeof innovationand entrepreneurshipeducation.Throughtheencodingandanalysisoftheinterview textdata，theabilitymodelof innovationand entrepreneurshipteachers inlocaluniversities was initiallconstructed.Themodel wasrevisedthrough threeroundsofDelphi toformalocal universityinnovationandentrepreneurship teacherabilitymodel thatincludes twoprimarydimensions， sevensecondarydimensions，and28qualitycharacteristics.Basedontheresultsofthemodelanalysis，thedevelopment strategies forthe capabilities of innovationand entrepreneurship teachers in local universities were proposed.

一、問(wèn)題提出

《國(guó)務(wù)院辦公廳關(guān)于深化高等學(xué)校創(chuàng)新創(chuàng)業(yè)教育改革的實(shí)施意見(jiàn)》（國(guó)辦發(fā)[2015]36號(hào)）明確指出，各高校要根據(jù)人才培養(yǎng)定位和創(chuàng)新創(chuàng)業(yè)教育目標(biāo)要求，促進(jìn)專(zhuān)業(yè)教育與創(chuàng)新創(chuàng)業(yè)教育有機(jī)融合，挖掘和充實(shí)各類(lèi)專(zhuān)業(yè)課程的創(chuàng)新創(chuàng)業(yè)教育資源，在傳授知識(shí)過(guò)程中加強(qiáng)創(chuàng)新創(chuàng)業(yè)教育。（剩余7448字）
