AbstractInresponsetothelow-levelhomogenizationdevelopmentinChina’scentralizedregenerationfieldofwasteactiated carbon,thissdyombsthcoomicalisdmpicalidustralseachtoealtheciticaltlnecks:isuit stabilityofpyolsisgenatiotholoatthcallevellackoftaceabilitystesfoastebonattlatoel andstructuralovercapacityatthemarketlevel.Afterindepthaalysisofintrnsiccauses,itiselievedtatcognitivelitatios, absenceof technicalevaluationsystems,deficienciesinengineringsupervisionmechanisms,andisuficientotizationofdefectclosureandperformanceassessmentsystemsareidentifiedaskeyconstraintsonindustrialdevelopment.Basedonthesefindings, countermeasuresareproposed,includingestablishingascientificdecision-makingsupportsystem,implementingatrpartite colaborativegoveranceframework(goveentnterpristhethirdpaty)ndeancingtechologicaliovatiocapabilities. These measures provide theoretical support for industrial technological upgrading and eficient resource recycling.
