Analysis of the current situation and countermeasures of deepening the new round of forest chief system reform in Shexian County

AbstractThe current situationof the forest chief system reform in Shexian County,Anhui Province wasanalyzed, and specific strategies for theaspects that need improvement in itsreform wereproposed.Theresearch area has established an eficient forestry management system,comprehensively seting up a three-level forest chief work system covering thecounty,townshipand villgelevels,strengtheningthedynamicmanagementofforest chiefs,and timely updating the informationandresponsibility areasof forest chiefs.The system implements a target management responsibility system forthe protection anddevelopment of forest resources,focusing on four dimensions:“protecting grenery”,“managing greenery”,“utilizing greenery”,and“activating greenery”,tocomprehensivelyenhancethelevel of ecological governance.Promote business models such as“forest chief system + company + cooperative + base + (204號(hào) farmers",vigorouslycultivatecharacteristiceconomic forests,anddevelop forestundergrowth economyandforesttourism industry.The reform of the forest chief system has some shortcomings,such as the need to enhance the sense of responsibility,implement working systems,increase publicity eforts,and innovate institutional mechanism.Basedon this,itisproposed toorganize work trainingfortownship-levelforestchiefsinatimelymannertoenhancetheirsenseof responsibility;fully implement theforestchiefresponsibilityzonesystem,and forestchiefsatallevelsearnestlyfulill theirresponsibilities.Strengthen the publicityof the forest chief system work andraise public attention to forestry ecologicalconstruction;innovatethepath of the forestchief system basedonmulti-subjectcollaborationand other strategies.Thisarticle providesareferencefortherelevantregions todeepen thenewroundofforestchief systemreform.
