Abstract：Inorder to improve the systematic levelof social stabilityriskassssment and management，this study buildsa knowledgesystembasedonSocialStabilityRiskAssessmentandManagement，andintegratescoreconceptssuchasskpoints， assessmentindicatorsandmanagementplaing.UsingtextminngandaturalLanguageProcesingtechnologykowledge pointsareextractedfromtheliteratureandatriple knowledge baseisconstructed.TheNeo4j graphdatabase isusedtoachieve eficientstorageandmanagement.Atthesametime，afront-endandback-endseparatedquestion-answeringsystemisdeveloped and data interaction and visual displayarecompleted bycombining Django framework and Echarts technology.Theresearch has formed acomplete technical solutioncoveringknowledge extraction，storage，retrievalandapplication，providingaetof intuitiveandefcientauxiliarytolsforthefeldofpublicsafetyandhelpingscientificecision-makingofriskidntification， assessment and management.
