Abstract:Flooddisastersareoneofthemostsignificantnaturalhazardsthreateningthesustainabledevelopmentofcities,and enhancingurbanfloodresilienceiscrucialforachievingsustainabledevelopment.Fromaresilienceperspective,thisstudy constructedacomprehensivefloodresilienceevaluationindicatorsystembasedonthepressure-state-response(PSR)frameworkby takingintoaccount thecomplexrelatioshipbetweenwatersystemindicatorsandfloodresilienceacross diferentvalueranges.The systemwasdevelopedfrommultipledmesions,incudingnatural,socialndonomicfactors.Byakingtheangingirsin asthestudyarea,thetechniquefororderpreferencebysimilaritytoidealsolution(TOPSIS)combinedwiththeentropyweightmethod wasemployedtoquantifyfloodresilienelevels,whiletheobstacledegremodelwasusedtoidentifykeyconstraitsafectinflood resilience. The results indicate that: ① The overallflood resilience of the basin shows a fluctuating upward trend,with an increase of 77.22% during the study period. ② The growth rates of resilience vary significantly among cities within the basin.As the capital city ofHunanProvince,Changshahasexperiencedrapideconomicdevelopment,resultinginthehighest increaseinfloodresilience, transitioningfromalowertoahigherresilienelevel.Incontrast,Loudi Cityhasshonthelowestprogressinflodresilieneaong all the cities. ③ Theprimary obstacles hindering the improvement offloodresilience are predominantlyconcentrated in the response andstatesubsystems,icludingtotalwagesofon-the-jobemployees,reservoircapacityndlengthoffodcontrolembankmets.In thefuture,enhancingfloodresiliencesouldfocusonindicatosofthestateandresponsesubsytems,suchastheotalwagesofoth jobemployees,eservoircapacityandthelengthoffloodcontrolmbankments.Thisstudycanprovidevaluablereferencesforiver systemprotection,floodriskmanagement,andurbanresilienceconstructionintheXiangjiangRiverBasinandothersiilargios.
