雙碳目標(biāo)對(duì)國(guó)家戰(zhàn)略石油儲(chǔ)備的影響與對(duì)策

摘要：戰(zhàn)略石油儲(chǔ)備是保障國(guó)家能源安全的重要物資和資源，我國(guó)已經(jīng)初步建成具有中國(guó)特色的戰(zhàn)略石油儲(chǔ)備體系。隨著碳達(dá)峰、碳中和目標(biāo)的逐步推進(jìn)，需要分析雙碳目標(biāo)對(duì)國(guó)家戰(zhàn)略石油儲(chǔ)備既有策略的影響，探討戰(zhàn)略石油儲(chǔ)備的規(guī)模、結(jié)構(gòu)、布局及動(dòng)用機(jī)制，并給出相應(yīng)的對(duì)策。

Impact and Countermeasures of Dual Carbon Targets on National Strategic Petroleum Reserves

Abstract： Strategic petroleum reserve is an important material and resource to safeguard national energy security. China has preliminarily constructed its own strategic petroleum reserve systems with Chinese Characteristics. With the gradual advancement of carbon peak and carbon neutrality targets， it is necessary to analyze the impact of dual carbon targets on the existing strategies of national strategic petroleum reserves， explore the scale， structure， layout， and utilization mechanism of strategic petroleum reserves， and provide corresponding countermeasures.
