Abstract:Fromtheperspectiveofthestrategyofbuilding a strong educational country,thispaperexaminesthe implementationpredicamentsandoptimization strategiesof China’syouth physical healthpolicies fromfouraspects:the policy contentitself,theimplementingentity,teimplementationprocess,andtheimplementationect.Itiselievedtattepolicy systemfor adolescent physical fitnessand health in China has formed afour-stage evolution pathof“l(fā)aying the foundation, restoringdevelopment,overcoming keychallenges,and depening promotion”,andhasachievedremarkableresultsintopleveldesign,institutionalframework,andresourceinput.However,intheactualimplementationprocess,thereareil problems such as structural flaws in policydesign,dual predicaments of subjectcordination and supervisionand evaluation, structuralcontradictionsineducationalresourcesandinsuficientparticipationmotivation,superficiality,formalismand insuicientsocial support,which haverestrictedthesubstantiveimprovementof thephysical health leveloftenagers.To efectivelyimplementthepolicyonadolescentphysicalhealth,itisproposedtoconstructa“fourinone”collaborative governanceframework:elevating the policy levelandshortening thepolicy formulation cycle;improving supervisionand communication,andestablishingdiversecolaborativemechanisms;enhancingpolicyrecognitionandstrengtheningresource investment guarantee;refactoring policyobjectives andoptimizing the social support environment have broken through the impasse.
