Abstract：Fromtheperspectiveofthestrategyofbuilding a strong educational country，thispaperexaminesthe implementationpredicamentsandoptimization strategiesof China’syouth physical healthpolicies fromfouraspects：the policy contentitself，theimplementingentity，teimplementationprocess，andtheimplementationect.Itiselievedtattepolicy systemfor adolescent physical fitnessand health in China has formed afour-stage evolution pathof“l(fā)aying the foundation， restoringdevelopment，overcoming keychallenges，and depening promotion”，andhasachievedremarkableresultsintopleveldesign，institutionalframework，andresourceinput.However，intheactualimplementationprocess，thereareil problems such as structural flaws in policydesign，dual predicaments of subjectcordination and supervisionand evaluation， structuralcontradictionsineducationalresourcesandinsuficientparticipationmotivation，superficiality，formalismand insuicientsocial support，which haverestrictedthesubstantiveimprovementof thephysical health leveloftenagers.To efectivelyimplementthepolicyonadolescentphysicalhealth，itisproposedtoconstructa“fourinone”collaborative governanceframework：elevating the policy levelandshortening thepolicy formulation cycle;improving supervisionand communication，andestablishingdiversecolaborativemechanisms;enhancingpolicyrecognitionandstrengtheningresource investment guarantee;refactoring policyobjectives andoptimizing the social support environment have broken through the impasse.
