Abstract：Cross-administrative-regioninovationandcoperationinjectsvitalityintocapturingthevalueofhigh-tech industries.Basedondatafrom41citiesintheYangtzeRiverDeltafrom2013to2O22，thisarticleemployssocialnetwork analysis （SNA）and fuzzy-setqualitativecomparativeanalysis （FsQCA）to studythecharacteristicsof knowledge flow in high-tech innovationandcooperation networksandthe mechanism of their impacton theindustrialvalue capture. According totheresearch findings，thescaleof knowledgeflowininnovationandcooperationnetworkscontinues to expand，withthecooperationrelationshipsevolving fromconcentration todispersion.Cross-administrative-region innovationandcooperationcanenhance the value capture of high-tech industries incities.The cooperation network's nodeatributeefectandenvironmentalsupportefectsynergisticallydrivethecaptureofindustrialvalue，andthree regional innovationandcooperationpathscan enhancethe high-tech industrial valuecapturecapabilityof somecities in Anhui Province.Based on this，policy recommendationsare proposed inareas such asstrategic synergy，resource synergy， highland co-construction，and mechanism reconstruction.

黨的二十屆三中全會(huì)對(duì)完善實(shí)施區(qū)域協(xié)調(diào)發(fā)展作出了重要部署，要求“構(gòu)建跨行政區(qū)合作發(fā)展新機(jī)制”，同時(shí)將教育、科技、人才工作擺在了更加突出的位置，要求“統(tǒng)籌推進(jìn)教育科技人才體制機(jī)制一體改革”，為創(chuàng)新效能提供制度支撐。（剩余16647字）
