對檔案行政執(zhí)法“難”的幾點(diǎn)思考

摘  要：本文針對檔案法律法規(guī)在落實(shí)過程中存在不到位、缺位和落實(shí)難的問題，從管理體制、執(zhí)法方法和措施，對行政執(zhí)法監(jiān)督的認(rèn)識和實(shí)踐，進(jìn)行了分析和探討，提出了檔案執(zhí)法不應(yīng)拘泥于體制、不拘于業(yè)務(wù)分類、不應(yīng)只突出強(qiáng)制性、關(guān)鍵在于執(zhí)法隊(duì)伍建設(shè)等方法和措施，為推動檔案工作上水平、上臺階，探索了道路。

Abstract： In view of the problems that archives laws and regulations not in place， absent and difficult to implement， this paper discusses administrative law enforcement supervision from three perspectives： management system， law enforcement methods and measures. This paper puts forward that the archival law enforcement should not be confined to the system and business classification. Coercion should not be highlighted alone and the key to archival law enforcement lies in the construction of law enforcement teams. This paper explores ways of promoting archival work to achieve a new level.
