The Mediated Governance of Major Emergencies Based on the Analytical Framework of “ Structure-process-function'

Abstract： Preventing and defusing major risks and strengthening responses to major emergencies have become major issues facing modern society. The media plays a key role in responding to major emergencies. Taking the “structure-process-function"as the analytical framework，this paper further explores the role，function and influence of media in the mediated governance of major emergencies，clarifies the connotation， boundary and logic of governance，and expands the academic dialogue space between the theory of mediated governance and other disciplines.Research shows that at the structural level，the state， platforms and public entities play the role of organizational foundation. At the process level， the media stimulates response vitality through rational decision-making，enhances response efficiency through process optimization， and strengthensresponse capabilities through two-way communication. At the function level， the media plays roles such as social mobilization， information dissemination， consensus building， and participation activation. By systematically analyzig the media govermance structure， processand function of major emergencies，and grasping the new paradigm of social governance， it is hoped to contribute theoretical strength to beter embedding the media into the national governance system and achieving the modernization of national governance capacity.
