Abstract： The global application of digital technology marks that human civilization has entered a new era in the digital era. This technological paradigm not only breeds historical opportunities，but also implies systemic risks.Contemporary digital technology presents dialectical characteristics： technology alienation under the guidance of capital logic may create new social divisions and threaten the development of human subjectivity; The technological innovation under the regulations of the system can be transformed into the driving force of inclusive development and provide technical support for the beter life of the people. To solve this paradox， a three-dimensional governance framework should be built： leading the improvement of people's livelihood through technology with value rationality; building a digital security barrer through institutional innovation; promoting the innovation of the global digital governance system through dialogue among civilizations.The practice of building a Chinese-style digital civilization，by integrating the essential atributes of socialism with modern technological ethics，has not only created a new model of inclusive digital modernization but also contributed the eastern wisdom of peaceful development and mutual benefit to the global evolution of digital civilization.
