Path and Enlightenment of Pre-research on Chip Industrial Standards in the U.S.

Abstract：[Objective]This paper studies the implementation pathofpre-researchon standards inthechipindustryof the U.S.，in ordertoprovidereference fortheestablishmentofacomprehensive systemforpre-researchonstandards.[Methods] Thepaperanalyzes the U.S.'sstrategiesandpolicies as wellas measures taken bothbyits governmentagenciesandcivil organizations in supporting pre-research onstandards inthe chipindustry，andsummarizes its maincharacteristics which gaveus enlightenment considering the practicaldevelopment andurgentproblems forthe standardization of China'schip industry.Results]Itproposessuggestionsforbuildingapreresearchsystemforstandardsfromaspectsoffnancialsupport， pilot programs，platform construction andmethod innovation.[Conclusion]The United States isstrengthening pre-research on stanards inthechipindustry，which isworthconcerningWeshouldfurtherenhancethecoordinateddevelopmentof standards andtechnologies through pre-researchonstandards，thusbreaking thedilemmaininternationalchipindustry with both technology breakthroughs and improved standard competitiveness.
