Consensus and Difference： A Textual Analysis of Central and Local Policies for Association Standards

Abstract：[Objective] Inordertocreate agoodenvironmentforpromoting thehigh-qualitydevelopment ofassociation standardsandbuildingamoderncialistuntrytisnecessarytexcavateandanalyzetheconsenusanddifferencestatus of the policiesofthecentralandlocalgovernments，withaview toproviding reference forfuture policymaking.[Methods] This paperconstructsa quantitative analysis framework for China'scentralandlocal governments fromthedimensions of policy toolsandpolicycontentsFirst，weobtainandpreprocessthetextofthepoliciesoassociationstandardsandestablish theanalysislogicofpolicytolsandthenanalyzeandidentifthecurrentsituationandcharacteristicsoftheuseofpolicy tools inthecentralgovernmentthroughcontentcoding；second，weusetheTF-IDFandLDAmodelstoidentifthedegree ofparticipationofthebusinessentityaswellastheinheritanceandinnovationof thecentralgovernment'spolicthemes in eachregionthroughthein-depthanalysisofthepolicycontent.Results]Theuseofcentralandlocalpolicytools shows anobviouscharacteristicof“heavymixing，lightonvoluntaryandcompulsory"，butit matchesthecurrent stageof China's transformation fromgovernment-ledstandardsto government andmarketdual-ledone.Thecentralgovernmenthas macroguianceatributes inthelayout ofpolicythemes，while theregionsmatch theirowncharacteristics withdifferentiated inovationinitiativesunderthepremiseofinheritingthecentralgoverment'spolicythemes，andthefollwingproblemsae found：themiddlereachesoftheYangtzeRiver showweakparticipationofbusinessentityandlackofenterpriseparticipation， andChengdu-ChongqingandthemiddlereachesoftheYangtzeRiverareweakininheritingthecentralgovernment'sthemes. [Conclusion]Topromotethe standardizationandqualitydevelopmentofassociationstandards，allregionsshouldstrengthen thebenign interactionbetweencentralandlocalpolicies，andensurethetargetaccuracyofregionalpoliciesonthecentral policy while taking into account policy innovation.
