技術(shù)性貿(mào)易措施對(duì)中國出口哈薩克斯坦經(jīng)濟(jì)安全影響

摘 要：本文通過搜集哈薩克斯坦加入世界貿(mào)易組織以來技術(shù)性貿(mào)易措施通報(bào)情況，整理研究其特點(diǎn)規(guī)律。同時(shí)，進(jìn)一步結(jié)合哈薩克斯坦運(yùn)用技術(shù)性貿(mào)易措施等規(guī)則保護(hù)國內(nèi)市場、排除限制自由競爭具體案例，提出保障我國出口哈薩克斯坦經(jīng)濟(jì)安全應(yīng)對(duì)策略，減少技術(shù)性貿(mào)易措施給貿(mào)易企業(yè)帶來的直接損失和新增成本。

The Infl uence of Technical Trade Measures on Economic Security of Exports from China to Kazakhstan

Abstract： This paper collects the notifi cation of technical trade measures since Kazakhstan joined the World Trade Organization， and studies their characteristics and rules. Also， it elaborates the specifi c cases that Kazakhstan uses technical trade measures and other rules to protect the domestic market and exclude restrictions for free competition. The paper proposes strategies to protect the economic security of China’s exports to Kazakhstan， and to reduce the direct losses and new costs brought by technical trade measures for trading enterprises.
