摘要  在低生育率現(xiàn)實(shí)和實(shí)施“健康中國”戰(zhàn)略的大背景下，分析中國新生兒健康現(xiàn)狀，闡述孕婦參加醫(yī)療保險(xiǎn)促進(jìn)新生兒健康的機(jī)制和存在的問題，提出完善新生兒醫(yī)療保障、保障婦幼群體的“基本”、由“保生存”轉(zhuǎn)向“促健康”的對(duì)策建議，旨在為“三孩”生育政策實(shí)施后的后續(xù)保障政策制定提供有力支撐。（剩余9342字）
