標(biāo)準(zhǔn)評價研究的進(jìn)展及分析

摘 要：標(biāo)準(zhǔn)評價可分為標(biāo)準(zhǔn)內(nèi)容評價和實施效益評價兩方面，是標(biāo)準(zhǔn)化建設(shè)的重要環(huán)節(jié)。本文通過文獻(xiàn)整理，梳理了標(biāo)準(zhǔn)內(nèi)容評價和標(biāo)準(zhǔn)實施效益評價的主要思路和主流方法現(xiàn)狀，分析評價研究中存在的問題，并提出相關(guān)建議。本文擬為相關(guān)研究提供不同的觀察視角和基礎(chǔ)。

Literature Review and Analysis of Standards Evaluation Research

Abstract： Standards evaluation， which includes the evaluation of content and implementation effect， plays an important role in standardization. Through literature retrieval， this paper reviews the major research ideas and methods and their current shortcomings， and gives suggestions， providing different views and the basis for relevant researchs.

1 引 言

2015年國家先后發(fā)布《國務(wù)院關(guān)于印發(fā)深化標(biāo)準(zhǔn)化工作改革方案的通知》（國發(fā)〔2015〕13號）和《國務(wù)院辦公廳關(guān)于印發(fā)國家標(biāo)準(zhǔn)化體系建設(shè)發(fā)展規(guī)劃（2016-2020年）的通知》（國辦發(fā)〔2015〕89號），提出通過開展評價活動強化標(biāo)準(zhǔn)的實施監(jiān)督。（剩余8006字）
