生態(tài)環(huán)境分區(qū)管控成果在產(chǎn)業(yè)園區(qū)規(guī)劃環(huán)評(píng)中的應(yīng)用實(shí)踐

摘要：生態(tài)環(huán)境分區(qū)管控與規(guī)劃環(huán)評(píng)在生態(tài)環(huán)境管理體系中均起到源頭預(yù)防的作用，二者的有效銜接對(duì)提高環(huán)境管理效率和質(zhì)量有重要意義。以廣東省某精細(xì)化工園區(qū)規(guī)劃環(huán)評(píng)工作實(shí)踐為例，分析了規(guī)劃環(huán)評(píng)與“三線一單”的銜接內(nèi)容，提出了促進(jìn)二者有效銜接的建議，為進(jìn)一步完善源頭防控體系提供參考。

Application Practice of Ecological Environment Zoning Control Results in Environmental Impact Assessment of Industrial Park Planning

Abstract： Ecological environment zoning control and planning environmental impact assessment both play a preventive role at the source in the ecological environment management system. The effective connection between the two is of great significance for improving the efficiency and quality of environmental management. Taking the practice of planning and environmental impact assessment in a fine chemical industrial park in Guangdong province as an example， this paper analyzes the connection between planning and environmental impact assessment and “three lines and one order”， and puts forward suggestions to promote the effective connection between the two， providing reference for further improving the source prevention and control system.
