Abstract ObjectiveTo construct a performance evaluation index system for public hospitals based on the integrationofbusiness and financial management,inorder to asist hospitals inscientifically alocating resources and improving financial management ability.MethodsAn initialpoolof indicatorswas established bycombining existing literature and relevant policies.The Delphi method was employed to screen indicators through two rounds of consultations with 25 industry experts.The Analytic Network Process was used to determine the weights of indicators atallevels,and the system was applied in atertiary public hospital.ResultsThe final systemcomprises 5 first—level indicators and 16 second—level indicators. The response rates for both rounds of expert consultations were 100% ,with expert authority coefficients of0.87andO.83,andaveragecoeficientsof variationofO.144and0.138,respectively.Theweightsof the fivefirst—level indicators of busineseficiency,business benefit,solvency,costlevel,andrevenue-expendituretructure are 0.2421,0.1897,0.3044,0.1332,and0.1306,respectively.After application,the evaluation system can objectivelyreflect the actualofbusinessand financial situations of thehospital.ConclusionTheconstructed evaluation systemcan support public hospitals in makingcorrectdecisions regarding the integrationofbusinessandfinance,and contribute to promoting the sustainable and stable development of public hospitals.
