減船轉(zhuǎn)產(chǎn)背景下遼寧沿海漁民權(quán)益保障問(wèn)題研究

Abstract：Marine fisheries，as a pivotal component of the ocean economy，play a crucial role in ensuring national food security，driving national economic development，and maintaining social employment stability. As fishing intensity and frequency increase，the consequences of overfishing have become increasingly evident. As a major marine fisheries province in China，Liaoning Province has implemented the policy of“vessel reduction and livelihood transition” for marine fishermen to mitigate the expansion of marine fishing. While significant achievements have been made in recent years，deficiencies persist in safeguarding fishermen's rights and interests during policy implementation，particularly in areas such as subsidy distribution，employment channels，and support mechanisms. This paper explores solutions from multiple perspectives： refining the subsidy distribution system， broadening pathways for livelihood transition，improving supporting mechanisms，and establishing a green and sustainable development system for marine fisheries. The aim is to provide scientific decisionmaking references for the high-quality development of Liaoning's marine fisheries economy.
