High-Level Diplomatic Exchanges and the Initial Formation of Sino-German Economic Interdependence (1972-1984)

Abstract: From the early 197Os, government and economic circles in the Federal Republic of Germany regarded forging comprehensive economic ties with China as a pivotal strategy to counter the global economiccrisis and international industrial competition. By promoting exports of industrial goods,securing access to raw materials and outsourcing production to China,anation withlow labor costs,the Federal Republic of Germany sought to consolidate its advantageous position within global value chains.Concurrently, China'slarge-scale introduction of infrastructure development and domestic economic system reforms created essential conditions for deepening bilateral economic engagement.Crucially,the economic interdependence fostered by frequent high-level diplomatic visits and trust-based transnational political-economic networks significantly accelerated China's reform and opening-up during this period.
