Abstract： The cooperation among the subjects of intangible cultural heritage safeguarding is the key to realizingthe systematic safeguarding of intangible cultural heritage. The introduction of expertise normative theory makes the organic connection between main subject clear，and the internal mechanism of systematic safeguarding has also heen gradually clarified. The connection and transformation relationship among ubiquitous expertise， interactional expertise， contributory expertise and referred expertise indicate the functional behaviors of the public，inheritors，experts， media and government in the safeguarding of intangible cultural heritage，and the main structure constructed on this basis provides a theoretical reference for the practical operation of systematic safeguarding of intangible cultural heritage. In order to give full play to various expertise and realize systematic safeguarding of intangible cultural heritage，it is also necessary to shape a systematic concept-oriented cultural construction ecology，clarify the relational existence of expertise，expand situational resources conducive to the formation of expertise，and enhance the ubiquitous expertise and cultural identity of people participating in intangible cultural heritage.
