Abstract： With the continuous promotion of modernization of social governance， the scope of application of judicial confirmation is gradually expanding，and it has demonstrated special trial deadlines， special trial modes，diversified jurisdictional rules，and good effect of the implementation of the ruling and other practical patterns in the prosecution of civil public interest litigation. In view of the judicial confirmation can play a better effect to realize the public interest maintenance，fillthe gap in pre-litigation supervision and rectification of disputes，and alleviate the contradiction of case overload and staffing shortages，it is necessary to establish a systematic rules framework for its construction. It is suggested to start with the unilateral application mode to initiate the procedure， granting jurisdiction to the grass-roots judicial organs，choosing the examination method that gives equal weight to both substantive and formal examination，and establishing a supervision and management system for the whole process of handling cases， so as to promote the standardization of the development of judicial confirmation，improve the effect of judicial confirmation on the protection of pre-litigation mediation，and thus effectively bring into full play the function of the procuratorial civil public interest litigation in social governance.
