Abstract: Enhancing the comprehensive development resilience of urban agglomerations is crucial for strengthening regional risk resistance and promoting high-quality coordinated development of the region.This study focused on the Beijing-Tianjin-Hebei urban agglomeration,utilizing the entropy weight TOPSIS method to systematically evaluate the comprehensive development resilience, economy resilience,society resilience,eco-system resilience,infrastructure resilience,and urban governance resilience of the urban agglomeration. Additionally,an obstacle degree model was employed to identify and analyze the obstacles affecting the urban development resilience of the Beijing-Tianjin-Hebei urban agglomeration from 2010 to 2022. The results indicate that: The comprehensive resilience of the Beijing-Tianjin-Hebei urban agglomeration exhibits a fluctuating upward trend during the study period,but remains at a relatively low level,economic resiliencehas begun to decline to a lower level since 2O14,and urban governance resilience has continued to rise; Although there are significant variations of the comprehensive resilience among cities,they all demonstrate an upward trend;Certain differences exist among the cities and their resilience subsystems, with Beijing and Tianjin ranking ahead in economy resilience, infrastructure resilience and governance resilience,economy resilience has emerged as the primary restrictive resilience subsystem of this urban agglomeration,and the eco-system resilience constantly hampers its comprehensive development resilience;The main obstacle factors of all the cities include loan-todeposit ratio,emergency knowledge promotion, actual utilization of foreign investment,annual passenger volume, and comprehensive emergency command center. Based on these findings, corresponding suggestions have been proposed in order to provide reference for promoting the resilience of Beijing-Tianjin-Hebei urban agglomeration development.
