Abstract：Inordertocarryouttheprotectionofredarchives，localauthorities havesuccessivelyissedrelevantprotection policies to provide guidanceand guaranteeforrelevantundertakings.Aiming at thethemeof“protection”rather than“protection andutilization”，thispaper explores theoptimizationofred archives protection，constructsa two-dimensionalredarchives protection policyanalysis framework of“policy tools-activitysubjects”from the perspective of policyanalysis，analyzs the policycontentbasedonthetwodimensions ofpolicytolsandactivitysubjects，caifes thepolicystatusquoandputsforward suggestions onthe formulationand improvementof policycontent in viewof theshortcomings of policy structure andcontent， aiming to make recommendations in thre aspects： strategic planning，rules and regulations，and subject behaviors.
