Abstract：Thedevelopmentofarchivalculturalresources is thebasic work forpromotingarchival culturalservicesandthe high-qualitydevelopmentofarchivalundertakings.With the gradual transformationofarchivalculturalresources todatastate， its inherentculturalproductivityasdataresourceshasbeguntoemerge，andthedevelopmentofarchivalculturalresources will usherinamorethree-dimensional ecological space.Basedonthe perspectiveofdata factors，this paper graspsthecore logic of the developmentof archival cultural resources，and puts forward practical approaches to activate the“data factors'value” ofarchivalculturalresources，tatis，tostrengthenthetransformationofarchivalculturalresourcesintdata，todisplyand evaluate thevalueofdata-technology-enabledresources，topromotethe integrationofarchivalculturalresources nto new data infrastructure，and to explorenewmodesforauthorizedusesofarchival culturalresources.Themeasures mentioned wil provide references for extending the value space of archival cultural resources.
