Abstract： Asthedigital government strategyadvances，governance is transitioning fromexperience-driven todata-driven models.Asauthenticrecordsofgovermentactivitiesandvitalrepositoriesofhistoricaldata，archivaldataholdssignificant valuefor policyadvisory services.This paper introduces theconceptof"data-driven archival advisoryservices"，whichare meanttoaddress thecore needsofdigital govermmentforinteligent governanceandscientificdecision-making.Theconcept's keyelements iudedata-drivenprocesses，intellgentempowerment，anddynamicfdback，hichsereasciticalunctions fordatasupplyowledgesices，ddecisio-akingpportindgitalgoveane.econdlythpervelo layer，six-dimensional theoretical frameworkforembedding"data-drivenarchivaladvisorysrvices"intodigitalgovernt. This framework includes the foundationallayer （resourceandtechnology integration），theapplicationlayer （scenarioand organizational integration），andtheoptimizationlayer （monitoringand feedback integration）.Finallyfour implementation pathways are proposed：data empowerment，scenario-driven appications，technological convergence，and colaborative innovation.Thesepathwaysaimtobuildanarchive-driven intelligent decision-makinghub，create multi-dimensionaldecision service matrices，establishinteligentarchival governance engines，and develop governancefeedback loops ledbyarchives.
