進(jìn)善旌
上古時(shí)期專為進(jìn)諫良言者設(shè)立的一種標(biāo)志性旗幟。堯始設(shè)進(jìn)善旌,鼓勵(lì)人們對(duì)政務(wù)提出建議與批評(píng)?!洞蟠鞫Y記》《淮南子》等古籍對(duì)此有所記 載。設(shè)置進(jìn)善旌有助于統(tǒng)治者廣泛聽取臣民的意見,避免決策失誤。
The term refers to a symbolic banner for encouraging advice to the emperor. Instated byEmperor Yao to encourage advice regarding government affairs, it is recorded in Dai theElder?s Book of Rites, Huainanzi and other classics. It helped rulers to solicit publicopinions extensively and to avoid mistakes in decision-making.
