Abstract: The Periodic Reporting process,as a statutory requirement, serves as an important tool for assessing the extent to which States Parties and World Heritage properties are implementing the World Heritage Convention. Based on the consolidated reports,each region formulates a Regional Action Plan to set priorities for the goals, strategies,and tasks for the next phase. To date,the Arab States,Africa,Asia and the Pacific, Latin America and the Caribbean, and Europe and North America have completed the Third Cycle Periodic Reports and reviewed the draft Regional Action Plans. This paper conducts a comparative analysis of the Third Cycle Periodic Reports and Action Plans of Asia and the Pacific and Europe and North America, examining how the Action Plans respond to the issues identified in the reports. It explores differences in the implementation of priority needs,management challenges,and climate change responses,aiming to deepen the understanding of regional strategies for heritage conservation and to contribute to more balancedand sustainable global heritage governance.
