Research on Total Cost of Ownership (TCO) for Commercial Vehicles in California, USA, and Its Application in Policy Making

Abstract: The greenhouse gas emissions from the transportation sector account for a quarter of the global total emissions. Althoughthe overall ownership of commercial vehicles is much lower than that of passenger cars, commercial vehicles have high average energyconsumption and long driving distances, making a significant contribution to carbon emissions reduction in road transportation. Toaddress global climate change, reduce carbon emissions, and promote carbon neutrality, major countries/regions around the world haveput forward requirements for the electrification of commercial vehicles, mainly divided into binding regulations and non binding targets.Among them, the United States has promoted the electrification process of commercial vehicles by introducing point based policies. Thisstudy summarizes and analyzes the TCO research of commercial vehicles in the United States and its application in policy formulation,aiming to provide reference for the formulation of China’s commercial vehicle point based policies.
