沈陽TOD特定更新片區(qū)劃定與政策建議

摘要

城市更新成為我國城市建設的主戰(zhàn)場，特大超大城市的軌道交通建設是激活城市更新項目的重要手段。面對更新行動和軌道建設運營普遍面臨的制度困境，本文以沈陽為例，提出劃定TOD特定更新片區(qū)的方法，以及城市更新和TOD融合示范的政策建議。

Abstract

Urbanrenewal hasbecomethemain batlefieldofurbanplanningandconstructionin China，and theconstructionofrail transit systems inmegacities isanimportant means toactivateurbanrenewalprojects.Inthefaceof the institutional dificultiescommonly encountered inrenewalactionsandrail transit constructionandoperation，this article takes Shenyang as an example to propose a method for delineating TOD—specific renewal zones，as wellas policy recommendations for integrating urban renewal and TOD demonstration projects.
