借鑒與創(chuàng)新：國內(nèi)外表土剝離工作的經(jīng)驗(yàn)與啟示

摘要：耕作層表土是對(duì)農(nóng)業(yè)至關(guān)重要的自然資源，在我國高度重視耕地保護(hù)的背景下，表土剝離工作的系統(tǒng)化建設(shè)顯得尤為重要。本文結(jié)合國外及國內(nèi)開展表土剝離的實(shí)踐經(jīng)驗(yàn)，總結(jié)國外表土剝離的研究進(jìn)展與國內(nèi)表土剝離的實(shí)踐特征，然后從制度體系、推進(jìn)機(jī)制、市場(chǎng)模式等方面歸納可借鑒的經(jīng)驗(yàn)啟示，以促進(jìn)我國表土剝離的發(fā)展。

Abstract： The topsoil in the cultivation layer is a crucial natural resource for agriculture， against the backdrop of China's high emphasis on farmland protection， the systematic construction of topsoil stripping work is particularly important. Based on the practical experience of topsoil stripping abroad and domestically， this paper summarizes the research progress of topsoil stripping abroad and the practical characteristics of topsoil stripping in China， and then summarizes the lessons that can be learned to promote the development of topsoil stripping in China from the aspects of institutional system， promotion mechanism， market model， etc.
